R’ Levi Yitzchok of Berditchev zt”l (Kedushas Levi) would say:
“When Batyah found Moshe in the water, she tried to have him nursed by Egyptian women. Moshe refused to cooperate because years later he would speak to Hashem, and he could not ingest anything impure and render his body unfit (Sotah 12b). When Mashiach comes, Hashem will infuse His spirit into all the people, 'ונבאו בניכם ובנתיכם' (Yoel 3:1). Here, Hashem said to Moshe and Aharon, ‘Tell Bnei Yisroel that they should refrain from eating things that are unclean.’ The posuk uses the words 'לאמר אליהם' because of the fact that “I (Hashem) will also speak to them” thus they must keep their bodies clean.”
