R’ Yaakov Kaminetsky zt”l (Emes L’Yaakov) would say: “'ויקהל משה' - At the time of Matan Torah on Har Sinai, Klal Yisroel reached a unity, a singular oneness - K’ish Echad B’lev Echad. However, when they sinned by the Chet Haeigel, they separated themselves from one another and lost that special unity, as it states in the Yerushalmi that every shevet created their own idol because they couldn’t agree on one calf for everyone. Now, however, when Moshe Rabbeinu was preparing for the Hakamas HaMishkan, he started with a test of getting everyone together again. Thus, it says ‘Vayakhel.’ Moshe gathered them together to one place with one heart.”
