R’ Avraham Shmuel Binyamin Sofer zt”l (Ksav Sofer) would say: “'ארור אשר לא יקום את דברי התורה הזאת לעשות אותם' - If it says ‘Cursed is one who will not uphold [the words of this Torah]’ - isn’t ‘to perform them’ redundant? There are those who do not perform mitzvos of the Torah and claim that they are good Jews since they are Jews at heart. The Torah is telling us that it is insufficient to merely respect and uphold the words of the Torah in one’s heart. It is absolutely necessary and incumbent on everyone at all times, 'לעשות אתם' - to actually perform them.”
